Similar to how AZ doesn't require a front license plate, but California does. I am not illegal in California when I visit...Are you saying this because you are certain? Or because you think so.
I don't know PA law - but many states have motor vehicle reciprocity laws. For example, in my state this would not be true. If your vehicle is legal in the state it is registered in - then it's legal here.
Every place does......In Georgia you can roll with no doors but you have to wear shoes. No Fred Flintstones allowed. Oh course Georgia has a lot more shepherds than it used to.
